Question about activating a new phone Please HELP!?

Ok so my hubby gets safelink a free phone for people with disabilities in maine its a tracfone and activates through them well we lost our old one so called and had them deliver a new omne they said the old one was deactivated well i found the phone today the same day i got the new 1 hubby spent 1 hour on phone entering codes into new phone and activated it but didnt show minutes so she gave him more codes and put 10 minutes on untill the first he tired 2 use it and it said it is not active or doesnt work something along those lines. He then tried and me 2 to call it from our house phone and my old phone rings! I dont get it it took a minute off the new phone to call a number when the phone doesnt work my old phone still says 10 minutes to but rings when i call it HOW COULD THIS BE NOW I HAVE @ CALL TOMM BUT WONDERING HOW AFTER ENTERING ALL THOSE CODES AND TRANSFERED THE # b/c it had some 802 are acode # on it did it not work and my old one now rings??? Please any ideas?
