Why is it so awkward when a person?

is moving into a new neighborhood? Like I was helping my brother move in yesterday and I stood outside for a bit to get some fresh air, while eating an apple and this lady who is a resident looked at me as if she was scared like I was going to rob the place. Then, I passed by other residents and I had an awkward pause because I didn't know wither to say hi first, or wait for them to say hi first. I'm just a clean, cut, average looking guy.
