I have been away & came back to find the top of some branches withered/curled up on my young Apple tree (5yrs)?

Shall I cut them off. There did appear to have some SMALL creatures in them. There are Apples on the tree. My garden was watered whilst I was away. Advice welcomed. Thanks.
