Brother fell and hit his head?

I was in my room when I heard a loud sound, I thought someone had knocked over a chair or something, I went out to the kitchen and saw my brother on the floor, he was moving his head in like circles, his eyes were turned and he was moving his hands around, I tries calling out to him but he didn't answer, I called 911 and about 10 seconds later he seemed normal, he got up and I asked him if he was ok and he said he was, he said he didn't remember anything that jad happened, only that he felt like throwing up so he went to the sink, and b4 he knew it he was getting up off the floor? He didn't wanna go to the ER when the paramedics asked him, he seemed perfectly normal, he stayed up all night just in case he had a concussion, will he be ok? This has not happened before, before this had happened he had slept for two hours, as soon as he woke up this happened, thanks
